What is Loss Damage Waiver (LDW)? |
|
A: |
The optional Loss Damage Waiver (LDW) offered by car
rental companies is not insurance. It's an option that
relieves renters of financial responsibility if the car
is damaged or stolen while under rental contract. Using
the vehicle in violation of any of the use restrictions
listed on the rental agreement could void LDW and leave
the renter fully responsible for any damage to the vehicle.

What if I decline LDW? |

If you decline LDW you may be responsible for up to
the full fair market value of the car if it is damaged,
vandalized or stolen during the rental, You may also be
responsible for reimbursing the car rental company for
the revenue lost by not being able to use the car while
it is being repaired or not recovered due to theft ("loss
of use"). top |

Who needs LDW? |
|
A: |
When renting for business, check with your corporate
travel arranger to determine if the company has made provisions
for coverage in the event of loss.
If you're renting for personal reasons, check your
own automobile insurance policy before you pick up your
rental car. Many policies do cover rental cars, but
even if a renter has personal automobile insurance,
he or she may not be totally protected. For example,
if you decline LDW and rely on your own insurance, you
probably would be responsible for paying your usual
deductible. Also, "loss of use" fees are not normally
covered by personal auto insurance policies. And, personal
auto policies that extend collision coverage to a rental
car may only provide a coverage limit equal to the value
of the vehicle scheduled on the policy. If the value
of the renter's personal auto is less than that of the
rental vehicle, the renter could still have some damage
responsibility. Finally, if you don't own a car and
don't have automobile insurance, you should consider
accepting Loss Damage Waiver. top

Some credit card companies offer protection if you present
their card at the time of rental and use the same card
to pay for your rental at the time of return. Renters
should examine closely the terms of this coverage as the
protection is often supplemental and certain limitations

Is LDW always the same? |

A: |
LDW is not available in all states, and certain restrictions
may apply in some states. Specific information on availability
of optional LDW and the cost can be obtained when making
a reservation. Budget recommends that you decide whether
or not you need LDW before you pick up your car, and if

What exactly does PAE cover? |
|
A: |
PAE provides renters and occupants of the rental vehicle
with an accidental death benefit and coverage for certain
medical expenses resulting from an accident. Renters are
protected both in and out of the rental vehicle during
the entire rental period and others are covered while
occupying the vehicle.
In addition, PAE provides protection against loss
of or damage to certain personal property of the renter
and individuals traveling with the renter. top

How old do you have to be to rent a car? |

Most car rental companies require drivers to be over
the age of 25. Some locations, including Budget, have
lower minimum age requirements, such as 19 or 21. Government
employees over 19 traveling on government orders and employees
of a corporate account age 21 and over traveling on business
can rent from Budget. However, these drivers should expect
to pay a surcharge related to the increased cost of insurance
and a company's loss experience. top |

Usually, there are surcharges for additional drivers,
who must meet minimum age requirements. The cost of a
daily surcharge varies from location to location, so renters

To help control skyrocketing auto liability and insurance
costs, several major car rental companies, including Budget,
utilize various technologies to screen for high-risk drivers.
Where the technologies are not available, Budget and other
rental companies may ask potential renters a variety of
questions regarding their personal driving records. Whenever
a prospective renter's driving history fails to meet a
company's established criteria, the company can elect
to deny rental service. top |

Why do rental car companies ask for
a credit card? |
|
A: |
Imagine that your brand-new $20,000 Ford Taurus is parked
in front of your house. A stranger knocks on your door
and asks to borrow it for the weekend. She promises to
pay you $100 (about one-third of one percent of the value
of the car) when she brings it back Monday morning. What
would you do?
On one hand, you're intrigued with the idea of getting
$100 for lending your car to someone. On the other hand,
the risk may be too great. You don't even know this
woman or even where she lives. What if she doesn't bring
the car back? You wouldn't even know where to look for
it! What if she damages the car or behaves irresponsibly?
This scenario demonstrates our need to secure information
regarding the credit-worthiness of our renters.
Sure, we want to "lend" our cars for a fee to people
who want to "borrow" them, but we also want to get them
back in the same condition in which we lent them. Credit
cards and valid drivers' licenses usually provide the
only information we have about our renters. Thats why
many car rental companies no longer rent on a cash basis
under any circumstances. Renters should ask about a
company's rental policies when they make a reservation.

Can I use a credit card
upfront and then pay for the rental with cash when I return
the car? |

A: |
Although you present a major credit card
at the time of rental, when you return the vehicle, you
will be asked if you'd like to keep the rental charges
on that credit card or pay cash. Since car rental companies
ask for credit approval on the estimated car rental charges
when you pick up the car, that amount will be held against
your credit balance on that card for up to 30 days, regardless
of how you pay upon return. top |

Your travel agent can sell you a pre-paid
voucher that you can use to pay for rentals at various
locations. In some cases vouchers do not cover taxes,
surcharges, additional coverages, extra days, upgrades,
etc. Therefore, you should carefully read the voucher
information to understand exactly what is included.
You may also be asked to show a credit card as well
as a valid driver's license, even though you have a
voucher. top

What choices do I have for
refueling? |
|
A: |
At Budget, there are several refueling choices
available to renters:
Option One: Pay in advance for the fuel and
bring the car back empty. Budget will fill the car at
or sometimes below the current retail pump price. Regardless
of how much fuel is left in the tank, credits will not
be given for unused gas.
Option Two: If you aren't sure how far you'll
be driving, but plan to stop for gas, don't pay Budget
in advance for gas and bring the car back full to avoid
any refueling service charge.
Option Three: If you won't be using a full tank,
and don't have time to stop for gas, pay us only for
the gas you use, based on the renting location's per-gallon
refueling service charge. Budget customer service representative
can tell you what the renting locations refueling service
charge is when you pick up the car.

Why do I have to return
my car at a set time? |

A: |
Many rates, like weekend specials, are only
available during certain time periods. Returning the car
after or even before the designated time might affect
the rate quoted. Returning the car by the agreed-upon
time also helps ensure that all other customers will have
their reserved car available upon their arrival. top |

If I pick up the car on

Most car rental rates are based on what
is called a 24-hour clock. For instance, if you rent a
car for one day, your rental day begins at the time between
noon and 1:00pm on Wednesday, you'll be charged for three
extra hours or one additonal day, whichever is less. In
addition, the charges for optional waivers, optional insurance
and surcharges are applied on a 24-hour basis. top |

a car at one location and drop it off at another? Does
it cost more? |

Car rental companies may charge renters
an extra "drop-off" fee for cars picked up at one location
and returned to another, as well as sometimes impose a
fee for additional mileage. Customers interested in a
one-way rental should speciffically ask if there are any
drop-off fees or charges for additional mileage, and what
locations are authorized for such rental car returns.

Why do rates differ? |

Like all consumer services, car rental rates
vary from one area of the country to another based on
operating costs. Costs of vehicles, real estate prices,
labor costs and special taxes are the primary factors
that affect rental rates.
Rental rates vary between competitors, and may also
vary depending on when and where you rent. The company's
rates may be higher at an airport location, and lower
at a downtown or suburban location, depending on costs
of operation, fees, taxes and other factors.
Some additional factors that influence prices are
the size of the car; the length of the rental, the time
of year, the day of the week and advance booking requirements.

- if you travel at off-peak times and/or make a reservation
seven or more days in advance, you often get a better
deal. Also, watch for special promotions advertised in
newspaper travel sections, or use travel agents to help

What taxes and levies will
be added to my rental charge? |

A: |
In
addition to the regular rental charges renters are required
to pay the following taxes and levies:

Provincial Social Services Tax (PST) currently at
a rate of 7% on most rental charges

Provincial Road Levy (PVRL) currently at a rate of
$1.50 per day

Goods and Services Tax (GST) currently at a rate of
7% on most rental charges

Vehicle Licensing Fee (VLF) currently at a rate of
$1.50 per day

Location Recovery Fee (LRF) currently 11.73% of most
rental charges on car and truck rentals taken from
the Victoria International Airport only
